FED:Australia unable to avoid global jitters

By Colin Brinsden, AAP Economics Correspondent

CANBERRA, Aug 5 AAP - The Australian share market fell off a cliff at the opening bell
and never recovered, despite efforts by Treasurer Wayne Swan to soothe investors' fears
that another global recession was just around the corner.

The local market slumped around four per cent on Friday, matching similar hefty falls
in Europe and on Wall Street on Thursday, in the worst sell-off since the depths of the
global financial crisis two years ago.

Almost $60 billion was wiped off the value of local shares on renewed worries over
the eurozone debt crisis spreading and the recent spate of weak US economic indicators.

The Australian dollar also dropped around two US cents to below 105 cents, while the
interest rate futures market - which predicts moves in the Reserve Bank's cash rate -
was pricing in a rate cut next month and a rate of below four per cent by the end of the
year.

The central bank, which left the cash rate unchanged at 4.75 per cent for another month
earlier this week, also released its quarterly monetary policy statement, although that
for once proved a side issue.

"On any other day, the latest quarterly statement from the Reserve Bank would make
front page news. But not today," Commonwealth Securities chief economist Craig James said.

But Mr Swan said the statement was timely.

"It's a timely reminder of Australia's sturdy fundamentals given the heightened concerns
about the global economic outlook concerns and the volatility on international financial
markets," Mr Swan said in a brief statement.

While cutting its near-term economic growth forecasts in Friday's statement, the central
bank still expects the economy to be growing at a rapid 4.5 per cent pace by the middle
of next year.

Earlier, Mr Swan told reporters in Brisbane that people should "never forget" that
Australia's economic credentials were among the strongest in the developed world.

"Australia has a proven track record of dealing with global economic uncertainty. There
is just a world of difference between the situation in Australia and the situation in
Europe and the United States," he told reporters in Brisbane.

Members of the opposition used the market turmoil as an opportunity to attack the government's
planned carbon tax.

"The economy is not as strong as it was, but it is a resilient economy," Acting Opposition
Leader Julie Bishop told reporters in Perth.

"The Australian government must do all it can to shore up our economy, and that's why
it should not continue with its plans for a carbon tax."

Opposition treasury spokesman Joe Hockey said the government must reduce its spending
and pay down its debt as quickly as possible.

But Mr Swan said Australia's fundamentals - low unemployment, robust financial institutions,
and low public debt - would help protect the economy.

Conversely, the US and Europe faced a long and painful adjustment of public debt and
budget deficits.

Westpac senior economist Huw McKay said market tensions over Europe's debt problems
spreading to larger economies, such as Italy and Spain, had been brewing for some time.

"We have had a number of efforts by policy makers to calm things down over the last
month or so, but they are rightly being perceived more as band-aid measures than real
fundamental shifts which actually move the goal posts," Mr McKay told ABC TV.

On the wellbeing of the US, HSBC Australia chief economist Paul Bloxham questioned
whether the market action was a genuine signal of weakness going into a double dip recession
or an over-reaction.

"The (US) payrolls numbers tonight might help us work out which one it is," Mr Bloxham
told ABC TV.

April Fool's Day

April Fool's Day. The first mention of this custom is a curt note in Aubrey: ‘Fooles holy day. We observe it on ye first of April. And so it is kept in Germany everywhere.’ ( Aubrey, 1686, 1880: 10). It must have reached England from Germany or France in the mid-17th century, and quickly became very popular under the name All Fools' Day; 18th-century writers call it ‘universal’. At this period it was an adult amusement; people tried to trick one another into going on ridiculous errands, seeking nonexistent objects such as pigeon's milk or a biography of Eve's mother, and so on.

Individual hoaxing of this kind grew rare among adults in the 19th century, but in recent decades impersonal media hoaxes have become popular; every year, press and television produce a crop of plausible, poker-faced absurdities ingeniously disguised as news items. On 1 April 1970 BBC radio broadcast a tribute to a non-existent scholar and philanthropist, in which various celebrities took part. The Times, abandoning its rule that hoaxes should be ignored, did report this one; readers were amused, not angry. The idea was increasingly imitated, for example by the Guardian's 1977 account of the delightful but imaginary island of Sans Serif.

Children's tricks can be directed either against adults or against one another. Some are novel, as when some Bradford sixth-formers in 1970 advertised their school as being for sale, but most are traditional in form; they give false warnings and disconcerting news, and mock those who believe them, play simple practical jokes, send people on futile errands ( Opie and Opie, 1959: 243–7). As with other children's customs, there is a time limit; anyone attempting a trick after midday is taunted:April Fool is gone and past,You're the biggest fool at last.

FED:Avoid food poisoning this holiday season

AAP General News (Australia)

FED:Avoid food poisoning this holiday season

Eds: EMBARGOED until 0001 (AEDT) Tuesday 21 December.

SYDNEY, Dec 21 AAP - Food poisoning is one gift Australians should avoid giving their
families this Christmas, health authorities have warned.

Hot weather, a large gathering and the pressure of the holiday season create "a perfect
storm for food poisoning," according to the Food Safety Information Council.

About 5.4 million cases of food poisoning occur each year in Australia and while many
people recover in a few days, it can cause hospitalisation, trigger chronic diseases and
even death.

This Christmas, families are being warned to apply the safety council's food preparation
tips: Choose, Clean, Chill, Cook and Separate.

This involves choosing a manageable menu, Food Safety Information Council chairman
Dr Michael Eyles said.

People should clean out the fridge before Christmas and ensure perishable foods are
well chilled at below five degrees Celsius.

Food left unrefrigerated for up to two hours is generally fine as long as it is not
sitting in the sun, but after two hours the risk of food poisoning increases, the council
said.

After four hours, any unrefrigerated food should be thrown out.

Food should be cooked properly using a meat thermometer and meats and poultry should
be separated from other foods to avoid cross contamination.

Seafood should be transported home from the fishmongers packed in ice and refrigerated
as soon as possible.

"The statistics show food poisoning should never be taken lightly," Dr Eyles said.

WA: Elusive croc shot dead in WA's northwest

WA: Elusive croc shot dead in WA's northwest

By Andrea Hayward and Vincent Morello

PERTH, April 12 AAP - An elusive four-metre crocodile has been shot dead by wildlife
officers after it spooked a popular holiday spot in WA's northwest for almost a week.

A spokeswoman for the West Australian Department of Environment and Conservation (DEC)
said the saltwater croc was killed with a single gunshot on Sunday.

Wildlife officers had tracked the croc since last Tuesday when it was spotted for the
first time near Coral Bay, about 1,200km north of Perth.

It was seen again on Wednesday afternoon but managed to elude wildlife officers until
located by a spotter plane at 3.30pm (WST) on Saturday at Gnaraloo Bay.

Attempts to pinpoint the croc failed, and by Sunday morning it had travelled about
20km north to Cape Farquhar, a DEC spokeswoman said.

The croc was about 20 metres offshore -- it had been shadowing the coastline each time
it was sighted.

DEC officers tracked it to the lagoon at Warroora Station but lost sight of it again
at noon (WST) on Sunday when the spotter plane was forced to return to base to refuel.

The croc appeared again about 2.30pm (WST) and wildlife officers tracked it by air
and boat along the coast.

It surfaced occasionally, but choppy seas made it difficult to track.

Then at 5pm (WST) it was spotted again and a single gunshot caused almost instant death,
the spokeswoman said.

DEC Exmouth district manager Ray Dejong said earlier it had been difficult to keep
tabs on the crocodile because it spent little time on the surface.

The DEC had warned visitors to the Ningaloo Marine Park to stay out of the water and
keep away from the water's edge while the crocodile was at large.

Crocodiles are not usually seen as far south as Coral Bay, where tourists flock to
enjoy camping and fishing along the Ningaloo Reef.

They are typically found only as far south as Onslow, more than 200km north of Coral Bay.

FED: Shop for Australia and job security, retailers say

FED: Shop for Australia and job security, retailers say

CANBERRA, Dec 8 AAP - Retailers are calling on those receiving bonus payments through
the government's $10.4-billion stimulus package to shop for Australia or put jobs at risk.

Prime Minister Kevin Rudd has told pensioners, carers and eligible families not to
hold back when they receive their share of the cash injection from Monday.

"Go out and spend the money," the prime minister said on Sunday.

The Australian Retailers Association has backed Mr Rudd's call, asking people to spend, not save.

"If people are saving for a rainy day, I can tell them that it's pouring outside,"

association executive director Richard Evans told ABC radio. "If they don't spend it,
they're likely to put their job at risk.

"We need the cash in the economy, from the retailer right through to the farm gate
and the manufacturer."

Mr Evans said the majority of Australians were employed, paying seven-year-low interest
rates and hadn't played and lost on the stock market.

"So nothing much has changed for them except confidence," he said. "What we need to
do is turn that confidence around. The prime minister and and retailers want everyone
to shop for Australia."

The government is handing over $4.8 billion to pensioners and $3.9 billion to families
in a bid to ward off an economic downturn.

Another $1.5 billion has been set aside for first homebuyers who can access enhanced
grants of up to $21,000.

Fed: Labor sisterhood regrets loss of front bench position

CANBERRA, Dec 7 AAP - As new Opposition Leader Kevin Rudd prepares to unveil his frontbench,
female Labor MPs say they are concerned one of their number has been dumped to make way
for a man.

South Australian senator Annette Hurley has been dumped by the party's right faction
to make way for rising stars Chris Bowen and Craig Emerson.

Labor backbencher Jennie George said it was regrettable a woman on the frontbench had
been tapped on the shoulder to make way for more men.

"There's a lot of frustration in the caucus because we have developed a culture of
a mutual protection society. You will see it today in the faction that I belong to, it
is really same as, same as," she told reporters.

"There are a lot of people that desperately want to have change in the process of selecting
the front bench."

Ms George said changes needed to make sure the front bench was representative of people
of different political positions, representative of the broader community with more women
and that people had a genuine say, not just those behind the scenes.

"There is a lot of frustration about the process and at the next election there will
certainly be a different process than the one this time."

Labor backbencher Kelly Hoare said it was not a good look for Labor but agreed Mr Rudd
had the right to choose his own team for the frontbench.

"No, it's not a good look for Labor but I think the balance will restore itself eventually,"

she said.

BEIJING, Jul 19, 2006 (SinoCast via COMTEX) -- Tsinghua University's DMB-T has been approved to be China's digital TV ground broadcasting standard, which will be officially announced at the end of July.

China is to broadcast digital TV programs across the whole country by 2015, and confirmation of the standard will help to achieve the goal, in accordance with a long-term plan by the State Administration of Radio Film and Television.

Apart from chip manufacturing, the TV and set-top box market will be roughly valued at multi-hundred billion. Additionally, the standard will be a great push for integration of radio and TV network, communications network and Internet.

Disclosure of the information promptly made a strong impact on the capital market. China Shanghai Oriental Pearl ( Group ) Co., a leading listed company of the sector, saw its shares went up to the intraday ceiling.

Aug. 6 -- QUESTION: I accepted a collect telephone call that was supposed to come from AT&T. The person who contacted me said, "You have a call. Will you accept it? It will be charged to AT&T."

Then I get the bill. The charge of $11.24 for four minutes was from another long-distance carrier.

The person who called me has stock in AT&T and would not ask for or accept another phone company.

The person from the company that charged me said she could not accept my verbal reasoning.

It took me an hour to speak to someone from AT&T yesterday. Did you ever have to call the phone company? They say I have to call the company that billed me. They were no help.

-- E.F., Lakewood

ANSWER: Because you accepted the call, it is unlikely you will persuade the long-distance carrier to turn its billing for this call over to AT&T. And is it really worth your time to fight it?

You and the person who called you can discuss with each of your phone service providers how you might be able to avoid this in the future.

Q: I sent for a flashlight from a mail-order company in January. It didn't work. I was not happy with it and sent it back.

I still have not received my refund. I mailed it back right away and even sent the company a followup letter.

-- J.M., Dover Township

A: The company says it is sending you a full refund of $9.95.

Q: I have a book, "The Jews: Prediction and Fulfillment," by Kellogg. The first page reads copyright 1883 by Anson D.F. Randolph and Co.

Could you tell me if this book has any value?

-- J.P., Monmouth Beach

A: It has no unusual value, says Richard Weiner of Escargot Books in Brielle. It could bring about $15, he says.

WiMAX Forum celebrates 10 years.(WIMAX FORUM)

The 4G revolution started with a simple idea: cheap broadband Internet access -- anytime and anywhere -- for everyone. Over the next decade, the pursuit of this idea hastened the inevitable collision of the Internet and telephony industries, and pushed forward a new set of technologies that are changing the say the world connects. Now WiMAX technology is used by consumers in 150 countries, and is gaining acceptance in vertical industries such as aviation and Smart Grid.

In June 2001, a number of technology corporations and service providers formed the WiMAX Forum to accelerate wide-scale adoption of Broadband Wireless Access (BWA) technology. The new organization was founded with three primary goals in mind: establish standards and build profiles for equipment that ensured interoperability work with government agencies to release spectrum and establish and grow an ecosystem nurturing vendor innovation and carrier deployment to encourage mass adoption of WiMAX technologies.

"The WiMAX Forum was built around the idea of open standards, free sharing of information, low patent usage fees and collaboration across the ecosystem," said Ron Resnick, president and chairman of the WiMAX Forum. "Our founding members were trying to fundamentally change the telecommunication industry by introducing an all-IP global standards-based wireless broadband technology to meet the pent up demands of consumers and allow for more choice of services and devices. The move away from the traditional telephony business-model built on voice-centric architecture to an Internet model based on ubiquitous data-centric networks is a revolution that the entire world will benefit from."

"WiMAX enables innovative complimentary data business model based on open retail, low IPR and wide bandwidth spectrum allocation globally serving 4G, rural broadband, backhaul and Smart Grid deployments," said Mo Shakouri, corporate vice president of innovation and marketing for Alvarion, cand this is a good thing for consumers and businesses across the world. Alvarion would like to thank the WiMAX Forum for its support, and congratulate it on this milestone."

Key milestones for the WiMAX Forum

For 10 years, the WiMAX Forum worked to support its membership as the industry grew from its fledgling state to encompass nearly 600 WiMAX deployments in 150 countries today:

- Product Standards - In June 2004, three years after the organization's inception, the WiMAX Forum released its first standard based on IEEE's 802.16P2004. In January 2006, an evolved WiMAX standard based on IEEE's 802.16e $as released, allowing equipment manufacturers to turn their attention to mobile applications. In October 2010, the International Telecommunications Union KITEN recognized IEEE's next standard, 802.16m, as one of only two IMT-Advanced technologies. IMT-Advanced requirements demand groundbreaking speeds and capacity. 802.16m exceeds its requirements, offering as much as 100Mbps of aggregate downlink throughput per site using a 20 MHz TDD channel in ITU's real-world microcellular system model, with further support for nearly 2500 VoIX users per site. Depending on design goals, antenna configurations, and spectrum availability, significantly higher dates rates can be enabled. A test of O02.16m in October 2010 by UQ Communications and Samsung reached download speeds in excess of 330Mbps.

"Utilizing WiMAX technology, UQ launched mobile broadband services in July 2009," stated Akio Nozaka, president of UQ Communications. "WiMAX technology's high speed capabilities gave us a competitive advantage over other 3G operators and the number of our subscribers has quickly grown to 1 million in just two years. I congratulate the WiMAX Forum on its 10th anniversary and believe the WiMAX industry will continue to keep our momentum going into the future."

- Certification and Interoperability Testing -- In August 2005, the WiMAX Forum opened its first certification lab with AT4 Wireless and the first WiMAX Forum Certified product was released in January 2006. Today, the WiMAX Forum has six partner labs offering certification testing to its member companies, including locations in China, korea, Malaysia, the United States and two labs in Taiwan. To date WiMAX Forum Designated Certification Labs have completed certification for more than 265 products including smartphones, notebooks, netbooks, dongles, base stations and more.

The future of WiMAX

At the beginning of 2011, over 823 million people $ere covered by WiMAX networks, and by the end of 2011 the WiMAX Forum estimates that number to increase to more than 1 billion people. Likewise, the WiMAX subscriber base is also increasing rapidly, with service providers such as Clearwire and UQ Communications experiencing exponential growth. In 1Q/2011 Clearwire grew its subscriber base by 1.8 million subscribers, while UQ Communications has grown in the last 6 months by almost 300 percent. Maravedis Research recently announced that at the end of Q1 2011 there were 17.25 million WiMAX subscribers globally. According to Infonetics Research, in 2010 the WiMAX equipment market grew by 85 percent, and according to market intelligence firm Infiniti Research, the WiMAX equipment market will reach $6.9 billion in 2014.

"I would like to congratulate the WiMAX Forum on its 10th anniversary," stated Dr. Cheng-Wen Wu, general director of ITRI/ICL and VP of ITRI. "Taiwanese vendors will ship an estimated 500 million USD worth of WiMAX devices in 2011. We are promoting innovative applications in disaster recovery, high speed rail, and smart grid. The Taiwanese ecosystem continues to stand behind WiMAX and we are proud of our nation's contribution to the industry."

In addition to the traditional telecommunications industry, other exciting opportunities for WiMAX vendors are emerging in industry verticals such as aviation, education, energy, government, healthcare, and more. Examples include:

- Aviation -- The ES Federal Aviation Administration (FAA) and the European Aviation Safety Agency (EASA) have chosen WiMAX as their technology of choice for airport terrestrial communications services. Over the next five years WiMAX technology will be deployed in 2,000 airports in the US alone.

- Education -- Universities around the globe are deploying WiMAX to blanket their campuses and local communities. Northern Michigan University, located in Marquette, Michigan, created a WiMAX network that covers about 40 square miles over rugged terrain in the rural Upper Peninsula of Michigan. NMU's WiMAX network not only enhances the educational capabilities of students and employees, but also the educational opportunities for K-12 schools within the networkes boundaries as well as the fire, police, utility and city workers for several cities and townships in Marquette County.

- Energy -- Utilities, interested in owning and operating their own Smart Grid networks, are using WiMAX technology. In Australia SP Ausnet deployed the world's first WiMAX-based smart metering network. The network has more than 680,000 WiMAX-connected smart meters capable of delivering 100 percent meter population read within 2 hour periods and 15,000 on-demand reads per day.

- Government -- Cities and counties are replacing expensive T1 lines with WiMAX technologies to lower costs and improve services. The city of Houston is building a 640-squarePmile WiMAX network as part of a $6.4 million dollar project to allow remote management of its traffic system, automatic readings of water meters and provide Internet access to underserved communities.

"Airspan believes that WiMAX today offers the same unique wireless communication proposition as it did 10 years ago when we helped found the organization," said Paul Senior, chief technology officer of Airspan. "Over the last decade we have seen WiMAX develop into a mature, successful and fully interoperable technology that has influenced and changed the lives of millions of users and enterprises across the globe. The WiMAX Forum has been instrumental in its support of a standardized technology for operators as well as specialized markets such as Smart Grids. Airspan has been a dedicated and contributing member to the WiMAX Forum and is happy to take this opportunity to wish the Forum a happy 10th Anniversary."

"The WiMAX industry will continue to innovate and improve the technology to fill communications needs that we can't even begin to imagine today," Resnick said. "I'm proud of the part the WiMAX Forum has played and will continue to play in the future as we evolve with the technology to meet those new industry demands."

Iowa Takes Part in Fifth Annual Search for America's Youth Volunteers.

Top Honorees Receive Cash Awards, Medallions and a Trip to Washington, D.C.

Fonda and Newton Youth Were Iowa's Honorees for 1999

DES MOINES, Iowa, Sept. 8 /PRNewswire/ -- Young people in Iowa who are volunteering in their communities may apply for the fifth annual Prudential Spirit of Community Awards, sponsored by Prudential in partnership with The National Association of Secondary School Principals (NASSP). These awards honor young people in grades 5-12 who, by performing volunteer service in the past year, have helped to make their communities better places to live. Applications are available through middle and high schools, Girl Scout councils, and county 4-H offices. Students must submit completed applications by October 29, 1999. The application is also available on the Internet at http://www.prudential.com, http://www.nassp.org, or by calling 800-843-7625, ext. 1143.

Last year, nearly 20,000 students nationwide participated in The Prudential Spirit of Community Awards. In Iowa, Kelly Linquist, 12, from Fonda, and Allison Wignall, 18, from Newton, were the state's top youth volunteers for 1999. Kelly, Iowa's top middle level volunteer, was honored for volunteering at a local nursing home. Allison, Iowa's top high school volunteer, was honored for her work as an AIDS activist. Allison was also honored as one of the nation's top ten youth volunteers of the year in The 1999 Prudential Spirit of Community Awards program in May.

"Many young Americans are making a big difference in their communities by helping the less fortunate, fighting substance abuse, protecting the environment, and addressing other critical needs," said Prudential Chairman Art Ryan. "We created The Prudential Spirit of Community Awards to recognize these young volunteers, and to hold them up as role models for young and old alike."

The Prudential Spirit of Community Awards program, which is also conducted in Japan, Korea and Taiwan, is part of The Prudential Spirit of Community Initiative, a series of programs designed to help rekindle America's community spirit by encouraging young people to volunteer. In addition to the Awards, the Initiative includes "Catch the Spirit," a free booklet of volunteer ideas for youth, and The Prudential Youth Leadership Institute, a leadership training program for high school students.

Participating middle and high schools, Girl Scout councils, and county 4-H offices across the country will select and honor their top youth volunteers, and nominate them for statewide and national recognition. Two top volunteers from each state, the District of Columbia and Puerto Rico, will be selected as State Honorees in February 2000, and will receive $1,000, a silver medallion, and an all-expense-paid trip to Washington, D.C., the following May for four days of recognition events. Other top honorees in each state will receive bronze medallions or Certificates of Excellence.

In May 2000, a national selection committee will name ten of the 104 State Honorees as America's top youth volunteers of the year at an awards ceremony in Washington. Each National Honoree will receive an additional $5,000, a gold medallion, and a crystal trophy for his or her school, Girl Scout council, or county 4-H organization.

"While the headlines usually dwell on a few young people gone wrong, The Prudential Spirit of Community Awards has found tens of thousands of young people doing right by their fellow citizens," said Gerald N. Tirozzi, Executive Director of NASSP. "Thousands of young people are rolling up their sleeves, lending their hands, and showing the world the meaning of true leadership and public service. They absolutely deserve our thanks and our recognition."

In addition to Girl Scouts of the USA and National 4-H Council, the program is supported by the American Association of School Administrators; the American Red Cross; the Council of the Great City Schools; Family, Career, and Community Leaders of America; Key Club International; National Council of La Raza; the National Middle School Association; the National School Boards Association; the National School Public Relations Association; the Points of Light Foundation; United National Indian Tribal Youth, Inc.; the YMCA of the USA; and YWCA of the USA.

NASSP, based in Reston, Va., represents more than 42,000 secondary school principals in more than 35,000 public and private middle level and high schools. Prudential, with $375 billion in total assets managed and administered at year-end 1998, is the largest life insurance company in the United States and one of the largest diversified financial institutions in the world. Prudential has a global presence in 30 countries, providing a variety of products and services in the areas of insurance, investments, securities, and real estate to more than 30 million customers.

Faculty matters.(Hunter-Bellevue School of Nursing's Pamela Young-Mahon)

PAMELA YOUNG MAHON, PHD, RN, NEA-BC, CNE, describes the faculty role at the Hunter-Bellevue School of Nursihg, part of the city University of New York (CUNY), as challenging and expansive. All faculty teach across undergraduate and graduate programs and are familiar with the total student experience in the classroom, lab, and clinical settings. Pamela, an associate professor, maintains that this level of involvement fully informs the teaching at HBSON, named in 2010 an NLN Center of Excellence for creating environments that enhance student learning and professional development.

Pamela credits the school's Manhattan location, in the heart of New York City, as a key factor in providing faculty opportunities to truly fulfill "our multiple professional nursing roles--educator, clinician, and researcher." Noting that HBSON is not formally part of a medical center, she points out that its location allows for developing affiliations with some of the finest health care delivery systems in the world. "We are located within a 10block stretch of hospitals that include Bellevue, the VA, New York University Medical Center, and the Rusk Rehabilitation Center. We are walking distance from Beth Israel Medical Center, a bus ride away from the Weill Cornell Medical Center, the Hospital for Special Surgery, Memorial Sloan Kettering Cancer Center, and Lenox Hill Hospital, and a subway ride away from Columbia Presbyterian Medical Center."

Housed in a mid-20th-century building that features beautiful marble reliefs depicting nursing education and service, the school has fully functioning simulation labs, computer labs, and wireless internet throughout the classrooms and grounds. "Despite the obvious wear and tear of the building," Pamela says, "we are able to innovate teaching and learning with high levels of educational technology through a number of grant initiatives and strong faculty-staff collaboration. It is testament to the phenomenon that the spirit of innovation--and the process of communicating well and working creatively together--can overcome the deficiencies of aging structures. Our nursing students are very aware and appreciative that as a public college, we are able to provide much the same level of learning resources at approximately one-tenth the tuition rate of nearby private schools of nursing!"

Pamela's career at HBSON has followed many roles over the years, from staff nurse and manager to coordinator, assistant chief, director, and professor at a CUNY community college. She describes the transition from ADN to BSN and MSN education as transformative, helping her enjoy one of her current faculty roles, project director of BESt 2.0, more than she had originally anticipated. BESt 2.0 is a HRSA-funded Nursing Workforce Diversity initiative, the acronym for Becoming Excellent Students in Nursing. "We were awarded approximately $1.4 million over three years to promote the development and progression of educationally and economically disadvantaged students into and through the HBSON, and on to licensure as professional RNs."

In her faculty role at the community college, Pamela appreciated students' focus on mastering technical skills and their zeal to hit the ground running in the workplace. She points out at that many of her students were single parents or otherwise financially responsible for their families, and immediate full-time employment, with benefits, was a necessary goal.

Noting that community college students "met that challenge with grit and determination," she contrasts them with graduates of the senior college, who usually take a longer view and frequently question which place of employment will position them best for future advancement. "As graduation approaches, conversations shift toward graduate education and growing fields of clinical practice. In the community college setting, conversations were geared toward the hopeful, and sometimes remote, possibility that ADN graduates could somehow find the time to complete the BSN, perhaps after their own children completed high school."

Another interesting contrast between teaching at a senior versus community college in the CUNY system is the number of contractual teaching hours. "At the community college it was 27, while at the senior college it is 21. That means that every community college nursing faculty member has to teach a clinical section every semester. My current 21-hour load makes the expected engagement in research much more feasible. I am now more fully able to utilize my PhD."

Along with her BESt responsibilities, Pamela is coordinator of the Accelerated Second-Degree Pathway (A2DP). It was thought originally, Pamela notes, that the needs of the A2DP and BESt students would be divergent, but she describes the early experiences as surprising. "Both groups see themselves as somewhat different and distinct from the larger traditional body of generic students, and both seek tutoring and financial aid services at higher rates than the other generic students."

Pamela could not be more adamant about the need for both programs. "One of the great challenges to health care disparities is the fact that key community segments remain underrepresented in our profession!" She points to the latest US Census Bureau data and results from the NLN Annual Survey of Schools of Nursing to paint a picture of contrasts: "While African Americans are proportionately represented in the general population and throughout prelicensure nursing programs, Hispanics are doubling in numbers in all census projections, yet remain dramatically missing at all levels of the nursing profession." (See the NLN Annual Survey Executive Summary in "Headlines from the NLN," page 207.)

To address this disparity, BESt 2.0 targets Hispanic, as well as African American students, at various points along the educational ladder: high school, college prenursing majors, nursing prelicensure students, and RN-BSN completion students. "We provide an array of support services--college prep academies, tutoring, counseling, leadership development activities, cultural competency workshops, stipends, and scholarships. I'm looking forward to evaluating these two new programs more closely as outcome data become available."

Pamela points to the confluence of the Affordable Care Act of 2010, the publication of the Carnegie Foundation book Educating Nurses: A Call for Radical Transformation, and the release of the Institute of Medicine (IOM) Future of Nursing report and calls this "an incredibly exciting time to be part of nursing education." We have a level of opportunity to grow as a profession, she says, not seen since the landmark 1923 Goldmark Report, which identified the critical need to upgrade nurse training in hospital service to formal nursing education in university settings.

Providing context, Pamela notes that the 1948 Carnegie Foundation Brown Report reiterated many of the higher educational recommendations of the Goldmark Report and can be viewed as a foundation for both Educating Nurses and the 2010 IOM report. "The fundamental nursing and health delivery concerns from the beginning of the last century are the same nearly 90 years later. Increasing diversity in the largest segment of the health delivery workforce, namely nursing, will address health disparities and promote equality of access. Key measures to bring about diversity and equal access include upgrading nursing education and delivering care at the fullest scope of nursing practice. Upgraded nursing education and fully enfranchising nursing practice can help implement the Affordable Care Act in ways that enhance quality and conserve costs."

In the meantime, Pamela speaks of her students as the reason she loves teaching. "They are energetic, engaged, enterprising, enthusiastic, exceptional. They are our future, and I am delighted to report that the future of nursing at HBSON is looking its BEST!"

Antoinette M. Hays, PhD, RN, dean of Regis College School of Nursing, Science, and Health Professions, Weston, Massachusetts, will become president of the college effective July I. The Regis College School of Nursing is an NLN Center of Excellence.

Liana Orsolini-Hain, PhD, RN, CCRN, a tenured nursing instructor at the City College of San Francisco who served on the Committee on the Robert Wood Johnson Foundation Initiative on the Future of Nursing at the Institute of Medicine, has been named one of four Robert Wood Johnson Foundation Health Policy Fellows for 2011-2012. A per diem staff nurse at the San Francisco Veterans Administration Medical Center, her research and scholarly work examine factors that influence educational progression of associate-degree-prepared nurses.

Lisa Ann Plowfield, PhD, RN, has been named as the new chancellor at Penn State York, effective August I. She has been dean and professor at the College of Nursing at Florida State University since 2007.

For consoles, game not over.

Author: niepeng China's online gaming industry is undoubtedly one of the fastest growing Internet businesses in the country, but it still has a couple of years and a gap of billions of yuan before it ousts its traditional rival - video game consoles - from its position of leadership. This despite the fact that with the exception of the Nintendo DS, the sale of video game consoles in China has been banned since 2000. Most video game consoles in the Chinese market are in fact the real thing, but they are mostly imported illegally or supplied by console makers who buy proprietary chips used in the actual systems. Last year the Chinese gaming industry reaped $8 billion in revenues, according to a report by China Software Industry Association (CSIA), with online gaming notching more than $2.5 billion. However, the larger share - more than half - of that revenue pie came from traditional video game consoles. Despite intense competition from online gaming websites in recent years, video game consoles have managed to maintain steady revenue growth. Video console games accounted for $3.2 billion in 2007 and jumped to $4.7 billion last year, according to Liu Jinhua, general secretary of the Game Software Department of CSIA. There has been talk of lifting the ban, but nothing has come of it. Companies like a Sony or a Nintendo do not make much money on just the sale of the video game consoles themselves. Their main revenues come from customers returning to buy more games and peripherals. "In China, people may buy the video game console, but they may not buy the games or peripherals due to piracy or cheap local knockoffs. So, if Sony or MS launches a console here, even if it is legal, they will probably bleed money until their online game distribution and purchase has been fully enabled," said game developer and expert, Frank Yu. According to Yu, Nintendo DS Gameboy, sold in China because of a joint venture with China's iQue Ltd. is the top selling and only legal video game console sold in the country. They also have a 15-year history as the top video game console in the world. Among other consoles sold in the black market, Yu hedges his bets on Sony's Playstation series. "If I were to pick the most popular non-handheld console, I would guess it's the Sony PS2, which already has a large library of pirated games in China," Yu said. "Also, the Sony PSP - although illegal - is quite popular as a PS1 proxy console and a movie viewing device." The popularity that video game consoles command can be witnessed at any retail store and in electronics markets across major cities. "Our business of selling video game consoles has not seen a dip in demand. It is as brisk as in previous years," said Liu Zhen, an IT-Mart salesman in an electronics mall in Beijing's Haidan district. "It helps that most of our customers are college students, who often return to buy new games," Liu said. IT-Mart's fastest selling item is the Playstation Portable (PSP). Liu sells about 4 to5 units of PS2 a month, as opposed to 40 to 50 units of PSP. Another store, Qian Feng at the Zhongguancun Dinghao Electronic Mall, has seen an increase in its video game console sales. Fang Xiaobing, owner of the store, said that despite the economic downturn his business has improved this year. "My sales have gotten better since last year, when we sold about 70 to 80 units of PSP each month. Now we hit at least 100. Even the sales of the Nintendo Wii and Nintendo DS have increased from 50 each month to 60 units per month," he said. Fang credits this robust and sustained demand for video game consoles over online gaming to better graphics, a wider variety of games, the actual feel of physical participation and more challenging game strategies. These are exactly the reasons Dan Yuan, a civil servant and avid gamer, prefers video game consoles to online gaming. "Consoles provide a more complete gaming experience," he said. "Online games tend to feel like they are never ending and are a waste of time. They also require me to spend more money." Many online websites have begun charging members for the time they spend on each game and for every new game they play. Twenty-six-year-old Zhao Jun, a computer engineer, is another gamer deterred by the frequency of the need to spend money on online games, as compared to a one time purchase of video console games. "Consoles require less time and money, while online games exhaust time and money," he said. Zhao, like many of his friends, is an enthusiastic gamer and plays both online and video game consoles. But like him, his friends also prefer the latter, he said. "After all, we started playing video game consoles before online games came into the picture," he added. When asked about the future of electronic gaming platforms, Yuan and Zhao have differing views. Yuan says online games may just have an edge over video game consoles in the future because "online games can reach out to many more people through the Internet, while console games can be played only by those who buy them." But to Zhao, even though "online games offer more opportunities for team play and can reach out to many more people, the online mode is more isolated." "As part of the real society, with work stressing us, we need to relax not just by playing games online. We need human interaction and if we must play, it should be in the presence of and with a real person, as opposed to a virtual stranger," he said.
